Trip is there some sort of a police budget we have to pay informants with or some sort of reward system for them? Or are the credits supposed to come out of our individual funds.

Anything you spend will come from the government. Like any police system, there is a budget for paying for CIs.

Yes and no. We have a GM who does this EVERY time, it seems in Pathfinder, D&D and the like. First thing I did was email my friend when I saw it.

"30th-level ninja assassin's in the shadows. Immune from detection...."
He's famously killed off rich and powerful contacts we're talking with using an arrow, a dart, etc... Guy can have 250 hit points and be a King of all the lands....Doesn't matter, dies with one arrow.. Oh, and we're always blamed and set on the run and we NEVER see who did it.
So, I half-expected it but was mildly surprised. I guess it's back to traffic control police work for us!

When I framed my group for murder. The bad guy used the magic Jar spell to transport and inhabit the body of a tavern goer. Who then started a brawl. When the PCs stopped him they had him grappled with a knife to his neck. He smiled and slit his won throat. I wasn't sure if this "street" was one you could drive on or not.

Well, I like the flashback....An excuse for more XP before we get running. I'm not so sure we'll do things as the GM expects, though.

How we do things is not a problem. The overall story can be dictated by a gm when necessary while leaving the details up to the PCs. It is not a tactic I use often (the above example being a case where I did), but it has its place.
I, too, am enjoying the flash back. It allows us to have the feel of a more advanced team and still start as low level characters. Also, this is a part of the original story the A-team which was not well vetted.

You guys are police so what would a policeman do if this happened? Also someone could roll a vigilance or perception check to see if you notice a thing.

Not police ROOKIES! I'm having flashbacks to Police Academy.
if possible we should pursue the shooter. A single shot will be difficult to locate but I will attempt a vigilance check. (Perception would have required us having been looking around). I should have been keeping watch but didn't specify as much.
We need to secure the crime scene and interview all of the whiteness.
We also need to call in the homicide.
