Just to let the players know, the direction of the tanks is a dead end. It’s just the tanks. But I guess the PCs don’t know that.

So if i understand correctly Hell is medium range form our team and our team is short range from the people inside the office.

do we need to roll initiative?

Well, My idea was to poke the hornet's nest and see what they do. I suspect they are probably bad guys. I won't fire until I see them do something to warrant it. For us to take turns firing (lawfully), I'd have to see them do something threatening. What do they do once I yell at them?

The deception succeeded they just didn't react the way we hoped they would. Do despair required. They are responding the way criminals are likely to when police arrive.
