See p. 25 of F&D core. The same table is in EOTE and AOR, as well. Lockpicking is one of the standard examples they use to distinguish difficulty levels. (And, again, these might be really expensive, high-end cuffs, which would warrant the PPPP difficulty.)

Trip, you sure about Difficulty (PPPP) for the cuffs? The Difficulty table in the CRB says 4 Purple is for "an exceptionally sophisticated lock." I added a Setback for the darkness; let me know if it was supposed to be 2 (for total darkness).
